The Roseville Hurnan Rights Commission was established in February 1968. <br />No minutes are available from 1968 to November 1983. Minutes from rnany meetings up until <br />1991 are not avaiiable. The following is a review of the minutes; specific references to no-fault <br />grievance training or interaction with Roseville police are noted. Most months of minutes <br />through 1994 made reference to grievances that commissioners were working on_ <br />December 1983 <br />• Training for No Fault Grievance is planned. <br />February 1985 <br />• HRC plans to meet with PoIice Chief to discuss the types of training afftcers receive. <br />March 1985 <br />• HRC asked to review the Police Field Training Manual <br />May 1987 <br />• Commissioners receive No Fauli Grievance Training. State refers cases to Roseville <br />HRC for intalce. <br />October 1991 <br />o Grievance filed against Roseville Police, so referred to state since City cannot investigate <br />itseif. <br />January 1992 <br />• Comrnissioners raise questions about why state no longer refernng grievances <br />• Communications indicate DHR concerned that local HRCs do not having adequate <br />training <br />October 1992 <br />• Police Chief ineets with HRC to discuss bias/hate crimes <br />� Commissioners receive introductory grievance training n,in by DHR <br />November 1992 <br />• HRC begins pracess to set up response to Bias/Hate crimes <br />June1993 <br />• HRC works on Bias/Hate crime response <br />Septcmber 1993 <br />• HRC reviews draft of Bias/Hate crime response <br />March 1994 <br />• Police refers Hate Crime incident to HRC <br />April 1994 <br />• Noted that only two Commissioners were currentIy fully trained on No Fault Grievances <br />
