�! �f � <br />' ..��_�`���'`�r"1 i <br />Human R.ights Commissioa <br />Meeting Minutes, April 13, 2004 <br />Present: Thelma McKenzie, Chair; Mark Chapin, Phillip Crump, Janet Delmore, Jacqueline <br />LeMay, Steve Smith, Karen Vnuk, Larry Voeller <br />Absent: Howard Wagner, Steve Zorn <br />Staff: Carolyn Curti <br />Chair Theltna McKenzie called the meeting to order at 7:05 p.m. in the City Council <br />Chambers at Roseville City Hall, <br />Approve Minutes <br />Commissioner Mark Chapin moved and Comrnissioner Phillip Crump seconded approval of <br />the February minutes. Motioned passed. <br />Bias Hate Crime Subcommittee <br />Commissioner Larry Voeller presented the proposed rewrite of the Bias Hate Crime Response <br />Plan that he and Steve Zorn worked on. Voeller said they removed names of individuals in <br />the document so that it remains current. They then looked at the definition of a bias or hate <br />crime so that everyone involved has a clear understanding of what the Commission is talking <br />about. The language was taken from the Minnesota Statute. Mark Chapin will review the <br />proposed Ianguage to make sure that it is consistent with the statute. <br />Commissioners discussed with whom the Human Rights Comnnission could parhler to <br />provide support to victims of bias/hate crimes. The Cout�ty Attorney was added to the list of <br />pattners. <br />Commissioners discussed the response and prevention plan process. There was considerable <br />discussion about being sensitive to the victim(s) want for privacy, but that must be balanced <br />with the need for the Commissian and the City to speak out against bias and hate_ <br />Comtnissioners recommended clarifying the language. <br />The Comrnission agreed that Voeller wauld incorporate the comments from the discussion <br />and send the final draft to Carolyn Curti. She will be distributed it before the nexi meeting <br />and praposed language will be �voted on in May. <br />
