Human Rights Complainf Subcommittee <br />Commissioners Mark Chapin and Steve Smith circulated a draft rnemo concerning the <br />complaint that Commissioner 7anet Delmore had against the Roseville Police. They <br />recommended that she consider filing a complaint wikh the Department of Human Rights to <br />address her concerns about an arrest and with the Department of Administration to address <br />her conccrns about the data practices issue. <br />Smith expressed concern about the real or perceived conflict of interest when a person has a <br />human rights complaint against the City and then joins the Hutnan Rights Commission. He <br />said he thought it would be appropriate for such a person ta either resign from the <br />Corntnission ot� recuse him/herself from any discussions about the complaint. <br />Chapin and Smith said that tne circumstances warranted further investigation by an entity that <br />has jurisdiction or authority to investigate. They iurther noted that Delmore requested four <br />actions. <br />• The City require police officers to receive training about race. <br />• The City design a more user friendly, accessible complaint form. <br />* All complaints be followed up by a call from a City Council rnember. <br />• City provide information to complainants about method and results of investigation. <br />Delmore thanked the Subcommittee for looking into the complaint and appreciated the <br />feedback. She will pursue this issue with the Department of Human Rights. She said she <br />would like Mayor Klausing to see the coanpletc file. <br />Cammissioners agreed that they would Iike to see the four recomrnendations in writing and <br />then #ake action at the May meeting. Chapin agreed ta send the two memoranda to Carolyn <br />Curti for distribution before the May meeting. <br />Twin Lakes Planning Meeting <br />Chair McKenzie briefly updated Commissioners on the Twin Lakes planning process. She <br />said the presentations are excellent and provide all of the participants with a greater <br />understanding of how iocal government works. <br />Goa� Setting <br />Because several Commissioners had to leave by 5:0� p.m. members did not discuss in depth <br />the goals achieved and goals to set for the upcoming year. Carolyn Curti distributed <br />information about the YWCA training to teach how to hold forums for tneaningfitl <br />discussions about race issues. The training is May 22 and 23 and costs $75/person. She <br />asked Commissioners to consider whether this is a goal that they want to pursue, and if so the <br />2 <br />
