Chapin <br />RE: Janet Delmore Complaint <br />We have had an opportunity to review some of the information conceming an incident <br />involving Mr. Roy Garza's son and the Raseville Police Departrr�eni, as well as subsequent complaints <br />filed by Mr. Garza and Ms. Janet Delmore wifh the City of Raseville. <br />Although we are not in a position to conduct an investigation, the infortnation that we ha�e <br />reviewed has raised some concems regarding the way the city communicated with the complainants in <br />sta#ing that the matter had been investigated and addressed. For example, the City's f'olice <br />Department sent letters to Mr. Garza and Ms. Delmore that contained potentially contradictory <br />information (ane letter suggestecf that the complaint was not sustained and another letter indicated that <br />the officer had been exonerated). <br />We believe that the circumstances waRant further invesiigation and we have recammended to <br />Ms. Delmore to consider filing a complaint with the Department of Human Rights and the Department <br />of Administration. <br />4/1M2004 Cor�f'idertitial <br />
