education, intervention or other appropriate action. The Commission, however, refers complaints <br />against any City entity to the Deparirnent of Human Rights. Carolyn Curti explained that it creates <br />a conflict of interest and a possible legal or financial liability for the City to investigate itself. <br />McKenzie gave several examples of the HRC response to community complaints. She explained <br />that the Commission cannot get involved, but after final action has been taken the Commission can <br />provide support to the individuals involved including support to the victim and education efforts to <br />the offending party. <br />Delmore asked about the Police Department's procedures to investigate complaints filed against one <br />of their officers. She asked whether the HRC should invite Senator John Marty to a meeting to <br />discuss this. <br />Cornmissioner Chapin said that he would like to know the procedures the Police follow to <br />investigate a complaint against one of the officers. He aiso requested information about the kinds of <br />training officers undertake. McKenzie reyuested that staff email a copy of the HateBias Crime <br />Response Plan to all Commissioners. <br />Chapin moved and Commissioner Zorn seconded a motion to invite Chief of Police Carol Sletner to <br />the February rneeting to discuss police training and procedures followed when there is a hurnan <br />rights or other bias complaint. Commissioners said that they wanted to talk in general about how <br />the Police handle cases_ They axe not looking for specific details concerning a specific case. <br />Motion passed. <br />Carolyn Curti will draft a letter of invitation and send to all Cammissioners for approval. <br />Special Meeting <br />Chair McKenzie calied a special meeting of the Commission for January 29, 2004 at 7:00 p.m. for <br />the purpose of discussing the Twin Lakes Development. The meeting will be a joint meeting of ail <br />Roseville Commissions and will be held in the City Council Chambers. Carolyn Curti provided <br />information from �ohn Shardlow discussing the process for developing a master plan for the Twin <br />Lakes area. <br />Adjournment <br />Steve Zorn moved and Lari-y Voeller seconded the motion to adjourn.
