Regular City Council Minutes —1/06/03 <br />Page 3 <br />Mayor Kysylyczyn asked that City Attorney Squires <br />review his comments on facility use, at which time both <br />topics could be discussed. <br />B. Legal Aspects of Meeting Room Policy Regarding Meeting Room <br />Roseville Concerned Citizens for Fair and Upen Policy <br />Government (RCC} <br />City Attorney Squires reviewed his comments from the <br />bench handout regarding the current code Operating <br />Policy 10F regarding facilities available for public use; <br />and Park and Recreatzon Policies regarding no-cost users <br />not having purchased exclusive use. <br />Mr. Squires further addressed pertinent legal principles <br />related to and consistent with First Amendment rights <br />wh�n consideration was given to public use of facilities. <br />Mayor Kysylyczyn opened the discussion for public <br />comment. <br />Diane Leifgren, 287 Roma Avenue <br />NIs. Leifgren stated she currently had a non-commercial <br />sign in her yard reading, "Peace, Not War," and doesn't <br />want to remove it. <br />Mayor Kysylyczyn asked for City Attorney Squires' legal <br />opinion on the sign's content. Mr. Squires stated that, <br />based on his review, the sign appears to present Ms. <br />Leifgren's personal opinion, and would be classified as a <br />non-commercial sign that would be allowed, provided it <br />met other City code requirements (i.e., dimensions and <br />location). <br />Carol Kough, 2931 Asbury <br />Ms. Kough referred to her previous appearancc before the <br />Council expressing her concern regarding the "Save <br />Roseville" signs s�ill being displayed over the holidays; <br />and the number of businesses and residents having <br />contacted her and Councilmember Kough requesting the <br />signs be removed; and questioning whether they were <br />legal. <br />Roseville <br />Concerned <br />Citizens (RCC) <br />
