Regular City Coyncil Miuutes —1I0G103 Page 4 Ms. Kough asked #hat the Roseville Conc�rned Gitizens (RCC) consider the rest of the City and their opinions, suggesting they express their personal opinions by wearing their buttons so as to be less conspicuous. NIs. Kough further expressed her previous concerns expressed to the Council regarding the RCC's use of city facilities. Ms. Kough spoke of her attcndance at a meeting of the RCC to defend comments against her husband, and to listen to discussion regarding Highway 36, ambulance serv�ce, and other areas of interest. Ms. Kough stated she was asked io leave the meeting as she wasn't a member. Ms. Kough stated that she made application for membership in the group by register�d mail in order to attend their meetings, even though when she applied, the rules she read (da�ed December 11), stated the meetings were open to ali Roseville residents, she allegedly received a new set of nzles (dated December 27), stating that membership was not open to elected off cials or anyone having a conflict of interest. Ms. Kough felt these rules were discriminatory foz- a group claiming to be available for al1 Roseville residents. Councilmember Kough commen�ed that Ms. Kough had a good point in that when the Council allowed city facilities to be used by private groups at no charge, they not put the city in any possible litigious situation. Councilmember Kough addressed the sign issue by stating that the city prohibited garage sale signs after a certain amount of time; and the "Save Roseville" signs were no less intrusive. Ed Burrell, 87 Mid Oaks Lane Mr. Burrell spoke regarding how City policy is implemented regarding faci�ity use at no cost and alleged exclusion of some residents. City Attorney Squires responded to the spirit and language of the policy and how staff implemented the policy.
