Regular City Counci� Minutes —1/a6/03 <br />Page 5 <br />Mr. Burrell stated, from fairness perspective, the alleged <br />issue with Ms. Kough had come as a surprise; and as the <br />RCC reviewed their rules, they would adjust them <br />accordingly to meet City policy or pursue another meeting <br />location. <br />Tam McGehee, 77 Mid Oaks Lane <br />Ms. McGehee commented on the noncommercial signage <br />and alleged discrimination of a Roseville Citizen by the <br />RCC, and encouraged Council to find a solution to the <br />issue. <br />Discussion ensued between Mayor Kysylyczyn and <br />Councilmember Klausing regarding the intent of the City's <br />policy and the public or private nature of specific <br />organizations. <br />Ms. McGehee returned to the podium questioning the <br />recent Council decision to assist Northwestern College in <br />supporting a bond issue. <br />Mayoz- Kysylyczyn asked that a staff person have a <br />conversation with Ms. McGehee regarding the request and <br />Council decision regarding the Northwestern Bond issue. <br />Dr. Ri.chard Verhagen, 176 Owasso Boulevard South <br />Dr. Verhagen spoke, from his expertise as a radio and <br />television broadcaster, it was his responsibility to review <br />whether proposed commercials could be categorized as <br />public service announcements or advertisements. Dr. <br />Verhagen was of the opinion that the "Save Roseville" <br />signs would qualify as commercial signs. <br />Mayor Kysylyczyn read an e-mail he had received <br />regarding the use of City facilities; and asking for <br />restricting use of public facilities for groups such as the <br />RCC. <br />Mayor Kysylyczyn had received additional information <br />regarding signs, which he provided to City Attorney <br />
