Section 3. ua�um. The powers of the Commission shall be <br />vested in the members thereof in office form time to time. A <br />majority of qualitied and acting members sha11 constitute a quorum <br />for the purpose of conducting �he Commission's business and <br />exercising its powers and for alI other purposes. <br />Sec�ion 4. Order of /Businass. The Commission shall use the <br />following order of business at its meetings: <br />I. CaII to Order <br />2. Roll Call <br />3. Approval of Minut�s <br />4. The meetings will be conducted in accardance with <br />Robert`s Rules of Order, Revised, Iatest edition. <br />Sect%on 5. Manner of Votinq. The �toting on all issues coming <br />before the Commission shall be recorded in �he minutes, which shall <br />state what was done and not what was said. The votes on <br />resolutions, unless unanzmous, shall b� by ro11 call, and sta�e the <br />number o� "yeses", "nays", and "abstentions". When a quorum is in <br />attendance, action may be tak�n by fihe Co�mission upon a vote of <br />�he majority of the members present unless another pro�rision of <br />these by-laws specifically s�ates otherwise. <br />Section 6. Committees. The Commission may estabZish and <br />appoint committees. Each committee inust designate a Chair_ <br />5action 7. DischarQe ot Members.
