3. TO PROVIDE THAT A PETTTION FOR INITIATIVE REQUTRES THE <br />SIGNATURE OF 1,040 REGISTERED VQTERS: <br />Section 5.01. General voter autbority <br />The voters of the city shall have the right, in accordance with this charter, to <br />propose ordinances by a process known as initiative and referendum. �ese--�e�ese� <br />Section 5.02. Petitions. <br />Any ordinance , except an ordinance relating to the budget <br />or capital program, the appropriation of money, the levy of taxes, the 7onin of real <br />�roperty, or the salaries of city afficers or employees, may be proposed by a petition. 74 <br />0 <br />0 <br />A11 petitions shall be si�ned by at least 1 000 registered voters of the city as of the date of <br />the subrriission of the etition. <br />4. TO CHANGE EFFECTIVE DATES: <br />Section 12.11. Present elected offrcials conti�ued. <br />The present elected officials of the city shall continue in t�eir respective offices <br />and functians and shall continne to govern the city under the laws in effect until the <br />elected officials provided for by this charter have been elected and qualify. They shall <br />make such financial and other provisions for the fiscal year ��2003 as will serve to <br />carry on the government until a government has been set up under this chartcr, and they <br />shail make provision for the election of the first city council. <br />Section 12.12. Effeciive date. <br />This charter becomes effective January 1, �3 2003. <br />2 <br />
