<br />City Council Regular Meeting - 12/18/06 <br />Minutes - Page 15 <br /> <br />Mr. Stark advised that the City's legal counsel had drafted <br />proposed ordinance language; and noted staffs concerns that <br />whatever length of time adopted, that the Council consider <br />pending developments, and timing concerns due to the woefully <br />short construction season in Minnesota. <br /> <br />Mr. Stark provided a map on which staff had identified potential <br />subdividable residential parcels identifying approximately 110 <br />existing lots that could be subdivided. <br /> <br />Mr. Stark further requested that the City Council provide specific <br />direction to the Planning Commission, at their request, if they <br />were to undertake a study, to identify the intent for this city-wide <br />study, rather than there usual policy issues for specific lots. Mr. <br />Stark further questioned whether it may be wise to involve outside <br />consultants, if additional Community Development staff time was <br />proposed, given day-to-day operations and current workloads. <br /> <br />Mr. Stark concluded by reading a portion of the System Statement <br />of the Metropolitan Council, used in the Comprehensive Planning <br />process, addressing the need for the city to increase density and <br />infill development; and concerns that a resulting study and/or <br />ordinance or code amendment shouldn't conflict with that <br />systems statement. <br /> <br />City Attorney Anderson briefly reviewed the language of the <br />proposed interim ordinance adopting a moratorium; the four <br />different conditions needing to be met under State Statute; and his <br />interpretation from Council discussions and staff meetings to-date <br />on the intent for conducting the study. Mr. Anderson concurred <br />with staff that the Planning Commission needed more specific <br />guidance than provided to-date, most recently in the November <br />20, 2006 staff memorandum. Mr. Anderson referenced Section 2 <br />of the proposed ordinance, entitled, "Subdivision Moratorium," <br />and reading, "The Roseville City Council hereby adopts a <br />moratorium, pursuant to Minnesota Statute Section 462.355, <br />Subdivision 4, on the receipt and processing of any pending or <br />future requests for subdivisions of lots zoned R-l, single family <br />residential, whether these take the form of requests for minor <br />subdivision approval, major subdivision approval, subdivisions <br />
