<br />City Council Regular Meeting - 12/18/06 <br />Minutes - Page 18 <br /> <br />to vote against a moratorium. <br /> <br />John Winston <br />Mr. Winston, to clarify the record, advised that United Properties <br />was the potential purchaser of the Partridge properties; and the <br />party that would be filing the applications for land use and <br />building considerations. <br /> <br />Discussion ensued regarding considering action at the January 8, <br />2007 meeting, rather than tonight; and implications for the 60-day <br />land use review period for pending land use cases. <br /> <br />Mayor Klausing noted that proposed language reVISIons were <br />significantly different than those originally proposed and drafted <br />by City Attorney Anderson; raising additional issues not <br />anticipated, and created potential unintended consequences. <br />Mayor Klausing opined that additional consideration was needed; <br />and determination of exactly what the City Council was asking the <br />Planning Commission and staff to study. <br /> <br />Klausing moved, Pust Seconded, tabling action to consider an <br />ordinance creating a moratorium on residential lot splits, to the <br />January 8, 2007 regular City Council meeting. <br /> <br />Art Mueller, 2201 Acorn Road <br />Mr. Mueller opined that he had developed numerous other <br />projects in Roseville; and his proposed subdivision was not <br />intended to destroy anything in the City, but to improve it. Mr. <br />Mueller further opined that the City was attempting to take away <br />his livelihood, and had already reduced the property's value. Mr. <br />Mueller opined that a moratorium was hurting the City; and <br />respectfully requested that the City "reconsider taking it off." <br /> <br />Mayor Klausing clarified that there was no moratorium <br />implemented as yet; and that action was proposed to be tabled; <br />and recognized Mr. Mueller's speaking against a moratorium. <br /> <br />Roll Call <br />Ayes: Pust; Maschka and Klausing. <br />Nays: Ihlan and Kough. <br />Motion carried. <br />
