City Council Regular Meeting - 12/18/06
Minutes - Page 33

had been worked down to the current proposed $128,000;
and opined that it was time to eliminate it.

Councilmember Ihlan spoke in support of the motion;
noting that it was not her intent to reduce the Park
Improvement Fund; but only those general asset funds; and
that she was committed to eliminating the use of reserve
funds; but supported doing so within a two-year period,
rather than all in one year.
Roll Call
Ayes: Ihlan and Kough.
Nays: Pust; Maschka and Klausing.
Motion failed.

Kough moved, Ihlan seconded, amendment to the motion
to eliminate the $2,500 Council travel allotment; and to
remove $111,000 from the overall budget to reduce the
proposed 5% levy increase to 4.5%.

Councilmember Kough supported the use of
Councilmember personal money to pay their way to attend
conventions on behalf of the City; and to eliminate
available funding from the budget altogether.

Councilmember Ihlan sought clarification on how the
reductions would be allocated and what Councilmember
Kough proposed for line item reductions, and opined the
need to quantify or justify the reductions.

Council member Kough supported making the reduction
across the board for the whole budget.

Councilmember Ihlan, while supporting the sentiment,
spoke for the need to retain control of the budget and
where monies were allocated so as not to lose programs.

Roll Call
Ayes: Ihlan and Kough.
Nays: Pust; Maschka and Klausing.
Motion failed.
