<br />City Council Regular Meeting - 12/18/06 <br />Minutes - Page 9 <br /> <br />City's Comprehensive Plan would support use of an HIA, reading <br />a portion of the Comprehensive Plan language to, "Preserve <br />existing housing and develop new housing in partnership with <br />federal, state and regional agencies and non-profit community <br />groups and businesses." <br /> <br />Ms. Bennett reviewed various finds of need, based on a self- <br />certification survey of income need in accordance with the federal <br />average median income standards; insufficient funds in the <br />Association Fund to pay for the necessary improvements; and <br />introduced the City's Building Official for his comments on the <br />condition of the units. <br /> <br />Don Munson, City Building Official <br />Mr. Munson summarized his inspection comments, provided in <br />writing in memorandum form dated December 12, 2006 and <br />entitled, "Westwood Village I - Exterior Inspection," as part of <br />the staff report dated December 19, 2006. Mr. Munson, along <br />with Building Inspector Gerry Proulx, inspected the overall <br />condition of the eight buildings and their opinion that the siding <br />and fascia, along with windows, were in a state of disrepair, and <br />had outlived their useful life expectancy. <br /> <br />Councilmember Pust questioned the sufficiency of the findings <br />regarding the median income of the complex; the number of <br />surveys returned; and incomplete information as to the make up of <br />families or sizes of families to make an adequate income <br />determination related to need. Councilmember Pust opined that <br />the insufficiency of this data to-date caused her to question <br />whether this could be deemed an appropriate use of public funds; <br />while concurring that the work needed to be done; and <br />recognizing the difficulty in obtaining private financing. <br />Councilmember Pust, however, further opined that a definite <br />determination, based on the HRA recommendation, needed to be <br />made as to whether there were no other private market to make a <br />loan, rather than use of public monies. Councilmember Pust <br />supported staff s further analysis of sources for private funding. <br /> <br />Councilmember Kough spoke in support of public financing by <br />the City of Roseville; and questioned the risk to the City. <br />
