<br />City Council Regular Meeting -12/18/06 <br />Minutes - Page 8 <br /> <br />by Councilmember Maschka <br />Councilmember Maschka had no HRA update, as there had <br />been no meeting held since his last report. <br /> <br />5. <br /> <br />Conduct a Public Hearing and Consider a Petition from <br />Westwood Village I Residents <br />HRA Executive Director Cathy Capone Bennett presented a <br />petition request from owners within Westwood Village I, per <br />statutory requirements, MN Statute 428A.12, totaling 47 units, <br />with 39 signatures representing 83% of the owners. <br /> <br />Ms. Bennett explained the request in detail; reviewed various <br />questions and considerations staff had asked of and discussed with <br />the association board; and reviewed the process. <br /> <br />The Public Hearing had been publicly noticed for the purpose of <br />considering the need for the adoption of an ordinance establishing <br />a Housing Improvement Area (HIA) for Westwood Village I, <br />which parcels were defined within the boundary map as part of <br />the notice, and to consider the creation of a HIA in order to <br />facilitate certain improvements to the property all in accordance <br />with the RIA. <br /> <br />Ms. Bennett advised that the Council was asked to take no action <br />tonight, but to authorize an analysis by staff, with up to six <br />months (up to June 11, 2007) delay in setting an ordinance. Ms. <br />Bennett noted that the delay would allow time to review the <br />financial situation of the association; the association's future <br />financial plan; to research other financial options (i.e., private <br />bank financing or bonding); to detennine the cost for work needed <br />(scope of work and two bids); and to survey City townhome and <br />condo associations to determine broader community needs within <br />the City ofRoseville for an HIA improvement tool. <br /> <br />Ms. Bennett noted recommendation of the HRA at their <br />November 21, 2006 meeting to support the concept of using an <br />HIA if it could be proven that no other private or public private <br />partnership funding option could be provided in an affordable <br />manner. <br /> <br />Ms. Bennett noted the HRA Housing Plan and overall goals of the <br /> <br />Public Hearing <br />Consider Petition <br />from Westwood <br />Village I Residents <br />
