<br />1 <br /> <br />2 <br /> <br />3 Roseville City Council <br /> <br />4 Standing Rules of Procedure <br />5 March 27, 2000 <br />6 <br />7 <br />8 Rule 1 Regular Meetiugs <br />9 Regular meetings of the Council shall be held at the City Hall on the second and fourth Mondays of each <br />10 month at 6:30 p,m, Appropriate notice and agenda infoffilation shall be available to the media, posted on the <br />11 City Hall bulletin board, on the City's WEB site and on government access cable television, Such meetings <br />12 may be rescheduled from time to time by action of the Council, when holidays or scheduling conflicts occur. <br />13 <br /> <br />14 Rule 2 Regular Work Sessions <br />15 Regular Work Sessions of the Council for the purpose of discussion of issues before the City and not for the <br />16 conduct of regular business or taking of official action shall be held on the third Monday of each month at <br />17 6:30 pm, Special Work Sessions may be held at other times with appropriate notice given to the media, posted <br />18 on the City Hall bulletin board and City's WEB site, and on Channel 16 on Cable TV government access <br />19 cable television, Such meetings may be rescheduled from time to time by action of the Council, when <br />20 holidays or scheduling conflicts occur. <br />21 <br /> <br />22 Rule 3 Special Meetings, Special Work Sessions and Executive Sessions <br />23 Special meetings for taking official action, special work sessions for discussing issues before the City <br />24 without taking official action, and executive sessions to discuss ongoing or pending litigation and other <br />25 matters authorized or required by law must be called at the request of at least two (2) members of the <br />26 Councilor the Mayor. The City Manager may poll Council members as to availability when regular <br />27 business activities may require a Special meeting, Special Work Session or Executive Session, The City <br />28 Manager will be responsible for notifying all Council members and the public of meetings as provided <br />29 below, Only those items specifically agreed upon in advance by at least 2 members of the City Council <br />30 shall be considered, At least (3) calendar days (72 hours) advance notice must be provided to all members <br />31 of the Council and the public consistent with state law prior to the holding of said special meetings, work <br />32 sessions and executive sessions and such notice shall also be posted on the City Hall Bulletin Board at <br />33 least three (3) days in advance of the Special Meeting, <br />34 <br />35 Rule 4 Emergency Meetings <br />36 Emergency meetings may be called at any time in accord with State law, <br />37 <br />38 Rule 5 Cable Broadcast <br />39 Regular meetings of the Council shall be broadcast live on govemment access cable TV barring technical <br />40 difficulties where delayed broadcast may substitute, Other meetings of the Council may be cablecast at <br />41 the discretion ofthe CounciL Rebroadcasting may occur as scheduling and resources permit <br />42 <br />43 <br />44 <br />45 <br />46 <br /> <br />1 <br />
