1 2 3 Roseville City Council 4 Standing Rules of Procedure 5 March 27, 2000 6 7 8 Rule 1 Regular Meetiugs 9 Regular meetings of the Council shall be held at the City Hall on the second and fourth Mondays of each 10 month at 6:30 p,m, Appropriate notice and agenda infoffilation shall be available to the media, posted on the 11 City Hall bulletin board, on the City's WEB site and on government access cable television, Such meetings 12 may be rescheduled from time to time by action of the Council, when holidays or scheduling conflicts occur. 13 14 Rule 2 Regular Work Sessions 15 Regular Work Sessions of the Council for the purpose of discussion of issues before the City and not for the 16 conduct of regular business or taking of official action shall be held on the third Monday of each month at 17 6:30 pm, Special Work Sessions may be held at other times with appropriate notice given to the media, posted 18 on the City Hall bulletin board and City's WEB site, and on Channel 16 on Cable TV government access 19 cable television, Such meetings may be rescheduled from time to time by action of the Council, when 20 holidays or scheduling conflicts occur. 21 22 Rule 3 Special Meetings, Special Work Sessions and Executive Sessions 23 Special meetings for taking official action, special work sessions for discussing issues before the City 24 without taking official action, and executive sessions to discuss ongoing or pending litigation and other 25 matters authorized or required by law must be called at the request of at least two (2) members of the 26 Councilor the Mayor. The City Manager may poll Council members as to availability when regular 27 business activities may require a Special meeting, Special Work Session or Executive Session, The City 28 Manager will be responsible for notifying all Council members and the public of meetings as provided 29 below, Only those items specifically agreed upon in advance by at least 2 members of the City Council 30 shall be considered, At least (3) calendar days (72 hours) advance notice must be provided to all members 31 of the Council and the public consistent with state law prior to the holding of said special meetings, work 32 sessions and executive sessions and such notice shall also be posted on the City Hall Bulletin Board at 33 least three (3) days in advance of the Special Meeting, 34 35 Rule 4 Emergency Meetings 36 Emergency meetings may be called at any time in accord with State law, 37 38 Rule 5 Cable Broadcast 39 Regular meetings of the Council shall be broadcast live on govemment access cable TV barring technical 40 difficulties where delayed broadcast may substitute, Other meetings of the Council may be cablecast at 41 the discretion ofthe CounciL Rebroadcasting may occur as scheduling and resources permit 42 43 44 45 46 1
