<br />I <br />2 Rule 6 Council Operations <br />3 The Mayor shall be the presiding officer or in his/her absence, the acting mayor. The City Manager, or <br />4 his/her designee, shall attend all council meetings and present all matters before the Council. The City <br />5 Manager shall be the recorder unless otherwise designated by the Council. <br />6 <br />7 Rule 7 Electronic Participation and Balloting <br />8 No provision is made at this time for electronic polling or participation in regular meetings, special or <br />9 executive sessions, or emergency meetings. Electronic participation for work sessions may be permitted <br />10 by Council action providing reasonable accommodation can be made. <br />11 <br />12 Rule 8 Minutes <br />13 As soon as a quorum is present at a regular or special meeting, and generally not later than 30 days after <br />14 the previous meetings, minutes of the previous regular or special meetings shall be approved as presented <br />15 or corrected. Official minutes shall be maintained in City offices and shall be available for inspection. <br />16 <br />17 Rule 9 Motions <br />18 Any motion, by any member, shall be reduced to writing upon request of any member. No motion shall be put <br />19 to a vote until it has been stated by the recorder if requested by any member ofthe Council. Motions may be <br />20 introduced after hearing staff reports, responses to Council inquiries, and comments from the public or <br />21 applicant. Any council member, at any time may, by motion, call for a vote on a motion or to complete <br />22 discussion. Adoption of the motion shall be by three (3) members, except where a larger number is required <br />23 by law or ordinance. <br />24 <br />25 Rule 10 Minutes of Motions <br />26 Any motion made by a Council member shall be in After a motion shall be stated by the recorder, it shall be in <br />27 the possession of the Council, but it may be withdrawn at any time by the Council Member presenting the <br />28 motion before being amended or acted upon. Drafts of meeting minutes may be revised by <br />31 staffto correct form and clarify intent, such minor changes shall be noted in the copy of minutes forwarded for <br />32 Council review. <br />33 <br />34 Rule 11 Council Communications <br />35 Petitions, memorials, and other communications addressed to the Council shall be presented by the presiding <br />36 officer or by a member in hislher place, or may be read by the recorder at the request of a member or the <br />37 presiding officer. All petitions, memorials, and other communications which may be filed with, or delivered <br />38 to the Manager prior to the meeting or session of the Council shall be brought before the Council by the <br />39 Manager. <br />40 <br />41 Rule 12 Ordinauces <br />42 Any Council member may request the City Manager to prepare a proposed ordinance. There shall be a <br />43 waiting period for public comment and the conduct of additional research of at least two weeks between the <br />44 initial presentation of the ordinance and the final vote unless waived by unanimous vote of the council. <br />45 <br />46 Rule 13 Policy Development <br />47 The Council may, by resolution, from time to time, adopt positions of policy regarding govemance, financing <br />48 and operations of City government. <br /> <br />2 <br />
