Mr. Malinen noted several such techniques were providing <br />City Councilmembers with draft agendas on an ongoing basis, recently <br />implemented; better management of Council agendas; and in distributing the <br />Council agenda packets earlier to allow Councilmembers to address <br />questions and comments to staff prior to the public meeting to make the <br />actual meetings more productive. <br /> <br />Mayor Klausing encouraged Councilmembers to provide their individual <br />comments and dialogue openly, with each maintaining professional and <br />respectful communication; and discussion ensued regarding each individual <br />Councilmember's expected outcomes from tonight's discussion. <br /> <br />Councilmember Roe opined that, from his past observations of the City <br />Council, an organization works well when everyone understands the norms; <br />and that misunderstandings didn't contribute to a good process. <br />Councilmember Roe anticipated a set of general concepts, rules or standards <br />for the Council's interaction with each other that each could take <br />responsibility for self-enforcement. <br /> <br />Councilmember Ihlan opined that she appreciated City Manager Malinen's <br />suggestions for structuring processes better by managing Council agendas; <br />and provided specific procedures for discussion focus: <br />I) Better agenda management (i.e., meeting curfews; manage agenda <br />and meeting time) by better discipline by individual <br />Councilmembers and to better serve the Council and the public. <br />2) Noted that a procedure was in place, but needed to be revisited <br />regarding placing Councilmember-requested items at the end of an <br />agenda; making it difficult - when a meeting ran long - to have <br />adequate time for introduction and/or discussion in a timely <br />manner. Councilmember Ihlan supported revisiting that policy to <br />better manage agendas and to allow policy issues raised by <br />Councilmembers to be better integrated in a more efficient way <br />earlier on the agenda. <br />3) Explore the possibility of paperless agenda packets - or less paper <br />and more items delivered by computer - to develop more <br />efficiencies. <br />
