<br />City Council Regular Meeting - 01/08/07 <br />Minutes - Page 13 <br /> <br />Ms. Bloom reviewed the City's Pavement Management Program, <br />as established in 1984; status of street maintenance and <br />reconstruction to-date; and how evaluations and ratings were <br />processed. Ms. Bloom noted the ongoing maintenance expenses <br />of approximately $40,000 to-date; continuing deterioration of the <br />roadbed; and resistance of the homeowners in the neighborhoods <br />regarding proposed reconstruction, with reconstruction proposed <br />in 2998 and again in 2001, with residents petition enforce against <br />reconstruction. Ms. Bloom addressed increasing costs for <br />reconstruction the longer the much-needed project was delayed. <br /> <br />Ms. Bloom addressed the adjoining roadways within the <br />jurisdiction of Arden Hills, and the City's Joint Powers <br />Agreement for engineering services provided by the City of <br />Roseville; and the City of Arden Hills PMP scheduling <br />improvements between 2012 and 2017 in accordance with their <br />Capital Improvement Plans. <br /> <br />Ms. Bloom reviewed varying opmlOns of affected Roseville <br />residents at her most recent meeting with them on December 7, <br />2006; and their preference for involvement by the City of Arden <br />Hills in the project, in an effort to create disruption to the <br />neighborhood only once, and for cost-sharing purposes. Ms. <br />Bloom noted that the Roseville portion of the adjoining roadways <br />was in much worse shape that the Arden Hills portions, possibility <br />due to differing road bases between the communities, or <br />maintenance over the years; and advised that there was no <br />guarantee the City of Arden Hills City Council would vote to <br />participate in reconstruction at this time. <br /> <br />Ms. Bloom presented several options for Council and community <br />consideration, one proposing reconstruction in 2007 and another <br />for 2008 reconstruction. Ms. Bloom addressed related <br />improvements related to water quality and driveway replacements. <br /> <br />Ms. Bloom detailed the project cost estimates at $350,771.68, <br />with $279,553.78 in street reconstruction costs and $71,217.90 in <br />storm sewer construction costs; with proposed funding from street <br />infrastructure funds, the storm water utility fund and property <br />assessments. Ms. Bloom reviewed the proposed projected and <br />preliminary assessment rates of $32.30 per foot and reviewed the <br />
