<br />City Council Regular Meeting - 01/08/07 <br />Minutes - Page 14 <br /> <br />City's existing assessment policy. <br /> <br />Mayor Klausing clarified that he purpose of tonight's meeting was <br />simply to receive the feasibility report and schedule the public <br />hearing for January 29,2007. <br /> <br />Ms. Bloom concurred; however recognized the number of citizens <br />in attendance, thus the detail for her presentation to avoid any <br />confusion prior to the proposed public hearing; and to receive <br />feedback, in addition to that already received by staff at City Hall <br />and in informational meetings with affected residents and the <br />amount of interest they've expressed. <br /> <br />Mayor Klausing advised that the Council was sensItIve to <br />neighborhood concerns, but sought not to duplicate the process <br />and receive public comment tonight as well as at the public <br />hearing, in an attempt to proceed with other agenda items. Mayor <br />Klausing noted that this was an example of the Council attempting <br />to balance individual neighborhood concerns and interests with <br />those of the entire City, and attempting to provide a cost-effective <br />solution rather than the entire community subsidizing continuing <br />maintenance for a specific neighborhood, rather than proceeding <br />with reconstruction as indicated by the ratings. <br /> <br />Discussion included assessment deferrals; no applicable Mutual <br />State Aid (MSA) funds for this roadway; assessable footage only <br />to Roseville residents by the City of Roseville; and replacement of <br />individual service lines by residents in conjunction with the <br />reconstruction project. <br /> <br />Councilmember Ihlan suggested that staff contact the City of <br />Arden Hills at the Council level, rather than staff level, to <br />determine their interest to determine if going forward was a <br />realistic option, aiming for a 2008 reconstruction project to <br />involve Arden Hills; and requested that the information be <br />brought back to the Roseville City Council to assist in their <br />decision-making; specifically those residents along Glen Paul <br />Road. <br /> <br />Ms. Bloom advised that she would consult further with the City of <br />Arden Hills' City Administrator. <br />
