City Council Study Session -
01/22/07 Minutes - Page 11

Mr. Schwartz noted the considerable funding gap between grant
funds and city match funds; and advised that the Council should
not consider, as a habit, the need to return grant funds that had
been awarded, as had been done in the past, as this would impact
future rankings.

Councilmembers concurred and staff was directed to solicit grant
funds through the "Safe Routes to Schools," grant for possible
sidewalk installation along County Road B-2.

7.

Consider Alternative Energy Sources for the Skating Center
Parks and Recreation Director Lonnie Brokke, along with a
group of Parks and Recreation Commission members, were in
attendance for discussion of Agenda Items 7 and 8 as they
respectively related to alternative energy sources at the Roseville
Skating Center, and consideration of Park Dedication Fees.

Mr. Brokke reviewed geothermal technology as it applies to ice
arenas; provided preliminary estimated cost comparisons and
projected annual savings between conventional replacement of
the refrigeration system and geothermal technology; and
installation dates and expected life expectancy of various
components of the refrigeration system.

Mr. Brokke noted that, on September 18, 2006, the City Council
authorized by agreement with Stevens Engineering development
of plans and specifications, and advertisement for bids for
replacement of the indoor ice arena piping system and other
related components considered at the end of their useful life; but
as a result of further geothermal technology research, the
conventional replacement method had been temporarily placed
on hold and the Stevens Engineering contract had not been
engaged.

Discussion included risks involved in lesser known geothermal
technology; replacement of an existing conventional system
versus installation in new construction; need to revise component
costs for an "apple to apple" comparison; other rinks and
organizations having installed geothermal technology in new
construction; lack of research available for conventional systems

Alternative Energy
Sources for the
Skating Center
