<br />City Council Study Session - <br />01122/07 Minutes - Page 10 <br /> <br />along County Road B-2. <br /> <br />Mayor Klausing expressed his personal support and encouraged <br />staff to pursue these grant opportunities along County Road B-2 <br />to eliminate a gap in the City's pathway system and address child <br />safety risks along the road. <br /> <br />Councilmember Ihlan concurred with Mayor Klausing that staff <br />should pursue available grant monies; however, noted the need to <br />redefine opportunities, needs, and gaps in the City's trails and <br />sidewalks in light of the recent community visioning process. <br /> <br />Further discussion included prioritizing the pathway system; <br />formation of a subcommittee by the School Board to study all <br />district facilities, including paths and sidewalks; and <br />incorporation of the City's regional system with the City of <br />Minneapolis system and staffs involvement in those meetings <br />and additional grant opportunities. <br /> <br />Mr. Schwartz noted the need to update the City's current (2002) <br />Pathway Master Plan to reprioritize and refocus resources. <br /> <br />Mayor Klausing suggested that, as part of the goal setting <br />session, the Council consider reviving the Pathway Committee, <br />noting Councilmember Ihlan's previous comments, and potential <br />shifts in the nature of the community since the 2002 study. <br /> <br />City Manager Malinen clarified, and Mayor Klausing concurred, <br />that staff was directed to bring an item forward on the January <br />29, 2007 Consent Agenda, authorizing staff to proceed with <br />grant applications as detailed by Mr. Schwartz. ,. <br /> <br />Mr. Malinen opined that it would be worthwhile for the City <br />Council to engage in longercrange planning, recognizing the <br />grant opportunities as good, but also recognizing the need to <br />identify and prioritize available resources across the board and <br />among departments. Mr. Malinen suggested that the City <br />Council be presented with all options for facilities, parks, or <br />pathways, and that there was a need to step back and take a <br />broader look at community significance, not just filing order for <br />grants. <br />
