<br />City Council Study Session - <br />01/22/07 Minutes - Page 13 <br /> <br />hearing a presentation by Hardy Mechanical. <br /> <br />8. <br /> <br />Discuss Park Dedication Fees <br />Parks and Recreation Commission Chair Jeff Johnson, along <br />with other members of the Parks and Recreation Commission <br />were present during this presentation, as previously noted. <br /> <br />Mr. Brokke noted that, at the December 4, 2006 City Council <br />meeting, staff and the Commission recommended an increase to <br />the residential park dedication fee from $1,000 to $2,000 per <br />unit, while maintaining commercial/industrial dedication fees at <br />their current five percent. At that time, the City Council had <br />requested additional background and comparison information <br />prior to approving such an increase. <br /> <br />Staff had included the information, as requested, and including <br />the current park dedication ordinance and Park Dedication State <br />Statute; a summary of law changes; the proposed revised fee <br />schedule for 2007; and a list of local property tax comparison <br />cities and their respective park dedication fees. <br /> <br />Discussion included fair market value estimates; administrative <br />costs; need for annual review of fees; status of redevelopment in <br />Roseville; dedication fees remaining stagnant in the community <br />for a number of years, thus the large increase in current to <br />proposed fees; density considerations; and the need to pay for <br />immediate needs of the Park Department. <br /> <br />Mayor Klausing and Councilmembers thanked Mr. Brokke, <br />Chair Johnson, and Commissioners, for their research and <br />providing the additional information to the City Council. <br /> <br />Mayor Klausing, with Council consensus, directed staff to <br />include consideration of an increase in the residential park <br />dedication fee from $1,000 to $2,000 per unit, and maintain the <br />commercial/industrial dedication fee at the current five percent, <br />as part of the January 29, 2007 regular Council meeting Consent <br />Agenda. <br /> <br />9. <br /> <br />Consider Commission Appointment Process <br />City Manager Malinen provided a copy of the current City <br /> <br />Discuss Park <br />Dedication Fees <br /> <br />Commission <br />Appointment <br />
