<br />City Council Study Session - <br />01/22/07 Minutes - Page 14 <br /> <br />Resolution No. 10266 related to the Commission appointment Process <br />process. Mr. Malinen referenced the staff report dated January <br />22, 2007, detailing the City's standing commissions; terms <br />expiring on March 31, 2007; and those incumbents seeking <br />and/or eligible for reappointment specific to each commission. <br />Mr. Malinen noted that Planning Commission interviews had <br />been held earlier this evening. <br /> <br />Mr. Malinen sought Council direction as to their preferred <br />process, based on the above-referenced policy. <br /> <br />Mayor Klausing opined his support for reappointment of those <br />interested and eligible incumbents, pending any interviews <br />requested by two Councilmembers as outlined in the resolution. <br /> <br />Councilmember Ihlan stated her position that reappointment <br />shouldn't be automatic; but should follow interviews, those <br />eligible incumbents if two Councilmembers so requested; that <br />one process be followed with all positions advertised and <br />reappointments or appointments done only after advertising <br />vacancies, receiving applications of new candidates and <br />incumbents, and interviews had been completed. <br /> <br />Mayor Klausing questioned the unintended message being sent <br />to incumbents that their service to-date and expertise learned was <br />not considered above and beyond new candidates for vacancies; <br />and his desire to treat incumbents with the respect they'd earned <br />in their positions to-date. <br /> <br />Councilmember Pust provided her interpretation of eXIstmg <br />policy language, specifically Section 2.a - c, indicating a two <br />tiered process; with reappointment of incumbents to their <br />positions, followed by appointment of candidates to remaining <br />vacanCIes. <br /> <br />Councilmember Kough spoke in support of Councilmember <br />Ihlan's process, with all candidates considered equally - whether <br />new applicants or incumbents. <br /> <br />Councilmember Roe sought clarification from staff as to the <br />application process just completed as of January 16, 2007, and <br />
