<br />City Council Study Session- <br />01122/07 Minutes - Page 16 <br /> <br />Councilmember Roe opined that candidates for an appointment <br />were aware that they may not be appointed, based on the number <br />of vacancies and number of applicants; however, he spoke in <br />support of continuing with the two tier process as current <br />language indicates and as the current policy is designed to work. <br /> <br />Councilmember Roe observed that the current policy was moved <br />by Councilmembers Kough and Ihlan, and supported by them at <br />the time of adoption; and encouraged that the Council should try <br />to make the existing policy work by following the current <br />language as intended. <br /> <br />Mayor Klausing suggested Councilmembers further deliberate <br />between tonight's meeting and the next meeting; and sought <br />Council comment and preference. <br /> <br />Councilmember Ihlan opined that she would approach a <br />decision, unless the current policy blocked her from doing so. <br /> <br />Councilmember Pust opined that, unless the policy ere changed, <br />she would follow the language for a two tier process, voting on <br />incumbents first, then new candidates for remaining vacancies. <br /> <br />Councilmember Roe opined that he would support the two tier <br />process as indicated by current language, and would consider <br />reappointment of incumbents and new candidates for remaining <br />vacancies as indicated. <br /> <br />Councilmember Roe opined that he was impressed with the <br />process used by Councilmembers in their ranking of City <br />Manager candidates, and suggested that rather than using the <br />ranking process that seemed to create pitfalls and animosity, the <br />Council consider that same process, with each Councilmember <br />choosing their top four candidates without rank as a starting <br />point for discussion at the next meeting, with the objective for <br />seeking consensus without extensive public debate. <br /> <br />Mayor Klausing concurred with Councilmember Roe's <br />suggestion. <br />
