City Council Study Session - 01/22/07 Minutes - Page 17 Councilmember lhlan spoke in support of the Ethics Commission appointments as a model. Mayor Klausing opined that, if you held a minority viewpoint on a specific candidate, no matter what system was used, you may not see your preferred candidate appointed; and spoke in support of Councilmember Roe's suggestion to allow at a minimum a 3/2 vote by nature of democracy. Councilmember Ihlan spoke against a ranking system; and reluctantly expressed her willingness to consider Councilmember Roe's suggestion. Mayor Klausing clarified that each individual Councilmember would submit their top four (4) candidates for the Planning Commission vacancies, without any ranking, with Council consensus concurring and by further consensus agreeing to submit anonymous ballots at the January 29, 2007 meeting for further consideration if required, after staff collated votes via a flip chart similar to the City Manager selection process. Councilmember Pust further clarified that incumbent offices, currently held by Commissioners Doherty and Boerigter, be voted separately, as indicated in current policy. Councilmember Roe noted that the City Council had time between their next meeting and the expiration of current terms to make any policy changes prior to appointments to other Commissions. Recess Recess Mayor Klausing recessed the meeting at approximately 9:43 p.m. and reconvened at 9:48 p.m. 10.
