<br />City Council Study Session - <br />01122/07 Minutes - Page 5 <br /> <br />residential propeliy owners; next door neighbors; at-large <br />community representatives; those owning or representing larger <br />multi-family units; and their broad discussion in identifying the <br />issues and recommendations for solutions. Councilmember Roe <br />noted that, while the group began with diverse points of view; <br />their recommendations were adopted on consensus, lending <br />seriousness to the issues and strength to their recommendations. <br /> <br />Mr. Majerus provided a chart (attached) summarizing specific <br />recommendations of the group, along with suggested City <br />Council action and implementation, noting any policy or budget <br />implications associated with those actions. <br /> <br />Mr. Majerus, and staff, sought direction specific to the following <br />recommendations, as modified and combined by the BRA: <br /> <br />a. Draft an ordinance for Council consideration associated with a Rental <br />Registration Program as outlined in Recommendation #3. <br /> <br />b. Discuss options for preparing policies for use of code enforcement tools as <br />outlined in Recommendation #2. <br /> <br />c. Discuss assigning the Planning and/or Public Works, Environmental <br />Transportation Commission(s) to work on issues associated with parking in <br />the City as outlined in Recommendation #8. <br /> <br />d. Discuss and provide direction regarding all other CAG recommendations <br />that will have an impact on the HRA and its levy funds. <br /> <br />Discussion included, the possible role of mediation as a code <br />enforcement tool to maximize their effectiveness; application of <br />code enforcement to the entire community, not just strictly <br />applied to rental properties; Ramsey County District Court <br />citation process - previous and current; perceived penalties for <br />small property owners versus multiple-family units; and actual <br />self-policing nature of multiple-family units via associations and <br />other inspection programs. <br /> <br />Councilmember Roe clarified that the recommendation of the <br />CAG was for a Rental Registration Program as outlined, not an <br />inspection program, in an effort to identify small rental <br />properties in the community in order to determine if there was an <br />actual problem. <br />
