<br />City Council Study Session - <br />01/22/07 Minutes - Page 4 <br /> <br />distribution options; ownership; financial benefits; private/public <br />partnerships; expansion of the power grid; sale of excess energy; <br />supplemental or primary energy sources; initial capital outlay <br />and payback time frame; benefits for the local economy and the <br />global environment; promotion of energy independence; and <br />explained operational aspects of wind turbines. <br /> <br />Discussion included maintenance; safety; other users; completion <br />of a wind analysis as the first step to consider; cost of ownership <br />and maintenance; and potential funding sources such as federal- <br />level grants. <br /> <br />Mayor Klausing thanked Ms. Anderson for her presentation; and <br />Ms. Anderson offered her assistance to the City at their <br />discretion. <br /> <br />4. <br /> <br />Discuss Public Policy Issues on a Rental Registration <br />Program <br />Housing and Redevelopment Authority (HRA) Chair Bill <br />Majerus presented information compiled by the HRA-appointed <br />Citizen Advisory Group and their recommendations for <br />addressing concerns and issues related to a proposed rental <br />licensing ordinance. Mr. Majerus reviewed the findings of the <br />fourteen-member Citizen Advisory Group; their meetings; and <br />their review of data, consideration of code enforcement, building <br />inspections, and Police and Fire Department staff, as well as <br />reviewing other ordinances and their effectiveness. Mr. Majerus <br />reviewed the key findings and issues regarding rental housing <br />and housing codes in general as provided by the Advisory <br />Group: <br />· Lack of accurate data on rental properties; <br />· Staffs lack of authority to enter properties suspected of <br />overcrowding; <br />· Protracted process for resolving complaints; <br />· Too many cars and lack of adequate parking; <br />· Impact of implementation of the proposed Property <br />Maintenance Ordinance. <br /> <br />Councilmember Roe had served on the Citizen Advisory Group <br />in his role as Planning Commissioner, and provided comment on <br />the success of the process; representation of the group with small <br /> <br />Public Policy <br />Issues on a Rental <br />Registration <br />Program <br />
