<br />City Council Study Session - <br />01/22/07 Minutes - Page 7 <br /> <br />Additional discussion included college student parking violations <br />at single-family residences and creating neighborhood issues and <br />the need for enforcement. <br /> <br />Councilmember Ihlan spoke in support of addressing the parking <br />issue; however, she wanted to ensure that the student parking at <br />rental units was not lost in the process, in order to address the <br />concerns of those neighboring properties being impacted. <br /> <br />Councilmember Kough concurred with Councilmember Ihlan. <br /> <br />Public Comment <br />John Kysylyczyn, 3083 N Victoria Street <br />Mr. Kysylyczyn addressed where mediation would work as a <br />tool in code enforcement; reviewed past example situations; and <br />spoke in support of the current process for pursuing a Ramsey <br />County citation, questioning statistics as provided. <br /> <br />Mayor Klausing directed staff to review the history of parking <br />discussions held by the Traffic Safety Committee and previous <br />action taken, as addressed in Staff Report, Section 2.l.c, dated <br />January 22,2007. <br /> <br />Remaining recommendations were discussed. <br /> <br />Councilmember Roe suggested specific direction to the HRA and <br />staff to direct them to look at the educational piece and providing <br />resources for the general public and education of current or <br />prospective rental property owners; directing them to work with <br />local colleges on issues related to rental housing; and encouraged <br />the City Council to take advantage of the willingness of the HRA <br />to assist them with this process, particularly as it related to CAG <br />Recommendations #5 and #6. <br /> <br />Mayor Klausing, with Council consensus, directed the HRA and <br />staff to pursue recommendation 2.l.d of the staff report dated <br />January 22, 2007; specifically addressing the educational piece <br />in CAG recommendations #5 and #6. <br /> <br />City Manager Malinen advised that the HRA and staff would <br />
