<br />City Council Study Session - <br />01/22/07 Minutes - Page 8 <br /> <br />return to the City Council with information regarding impact and <br />resources for Council policy consideration. <br /> <br />Mayor Klausing clarified his preference, that whether staff <br />returned to the City Council for authorization for these things, he <br />would like the City Council to hold further discussion on the <br />items, as highlighted by Councilmember Pust related to <br />administrative tickets and working with the Ramsey County <br />District Court process. <br /> <br />Discussion ensued between Councilmember Ihlan and Mayor <br />Klausing regarding the need for more study and intent for <br />enforcement, policy implementation and adherence, and Council <br />ownership of the process for code enforcement processes, as well <br />as the breadth of that study. <br /> <br />Mayor Klausing advised that there would be further discussion <br />on that specific issue, and assured all concerned that there would <br />be public comment at that time. <br /> <br />HRA Chair Majerus clarified that the HRA was not endorsing <br />operating in a vacuum, and recognized that the HRA could better <br />serve the City by shepherding Recommendation #2 and #8, and <br />then bring that information back to the City Council for their <br />policy decision-making. <br /> <br />5. <br /> <br />Consider Janitorial Services Contract <br />Engineering and Public Works Director Duane Schwartz <br />reviewed staff's evaluation of contract janitorial services for City <br />facilities and potential extension of the contract with Marsden <br />Janitorial Services. Mr. Schwartz reviewed cost comparisons <br />between city staff and contract labor, taking into consideration <br />hourly costs, cost of supervision, coverage over vacation or sick <br />periods, cost of training, value of workers compensation <br />avoidance, and value of unemployment compensation avoidance. <br /> <br />Mr. Schwartz noted that staff provided a work program; sought a <br />consistent level of service for specific facility maintenance; and <br />noted that those items that a contractor was responsible for (i.e., <br />training and work comp issues); and noted the lack of <br />consistency in part-time staffing, due to the transient nature of <br /> <br />Janitorial Services <br />Contract <br />
