Section 7.05. Passage of annual budget. <br />At least thirty {30} days prior to the adoption of the proposed annual budget ar�d or <br />property tax levy required by state law, the city manager shall submit a preliminary proposed <br />budget andlor property tax levy to the city council. Public �earings, notices of public hearings, <br />and other legal publication requirements shall be inacordance with state law. Complete copies of <br />the proposed budget shail be available for public view at all meetings at which the council <br />reviews the proposed budget. The annual budget finally agreed upon shauld set forth in detail <br />the complete financiai plan of the city for the ensuring fiscal year for the funds budgeted. It shal� <br />indicaie the sums to be raised and from what sources and the sums to be spend and for what <br />purpose according to Section 7.04. The total sum appropriated shall be equal to the total <br />estimated revenue and allocated surplus. `The council shall adopt the budget prior to the statutory <br />requirement for certif cation of the budge# to the county auditor by a resolution. The council <br />shall also adopt a resolution levying whatever taa�es it considers necessary within statutory limits <br />for tl�e ensuing year for each fund. The t� levy resolution shall be certified to the County <br />auditor in accordance with the law. At the beginning of the fiscal year, the susns fixed in the <br />budget resolution shall be and become appropriated for the several pusposes named in the budget <br />resolution and no other. <br />Sectian 7.06. Enforcement of the budget. <br />The city manager shall enforce s#rictly the provisions of the budget. He or she shall not <br />authorize any payment or the incurring of any obligation by the city unless an appropriation has <br />been made in the budget resoiution and there is a sufficient unexpended balance left after <br />deducting the totai past expenditwres and enct�mbrances against the appropriation. No officer or <br />employee of the city shall ptace any order or malce any purchase except for a purpose and to the <br />amount authorized in the budget resolution or as set out in section 7.07. Any obligation incurred <br />by any person in the employ of the city for any purpose not authorized in the budget resolution or <br />
