FROM: AL SANDS � ��c:�� RE: FEBRUARY 16 AGENDA As I understand it, the main topic for the Februaxy meeting shall be: SHOULD ROSEVILLE CITIZENS BE GIVEN THE RIGHT TO VOTE ON MAJOR EXPENDITURES FOR (OR DISPOSALS OF) CAPITAL IMPROVEMENTS ? I also understand we are inviting Mr. Ed Burrell to be on hand to discuss what adzninistrative prablems, if any, nazghi result. Policy issues are the domain a.nd responsibility of this commissian as well as the city council. This issue was also discussed at our October 20th meeting, when I asked Mr. 3oe1 Jamnick if there was any way, other than going to the legislature for special legislation to give residents thai ng�t. His answer was no. You may wish to review that video prior to the mecting. I will bring along my copy in case anyone wants that portion of that video replayed during the February mceting. Going to the state legislature for special legislation is both unnecessary and impractical given time lirr�itations when one might ask for their legislation. Y woutd appreciate it if everyone wonld plan on being prepared to make a decision on this issue, after appropriate discussion. In addition, I am enclosing my proposed list of expenditure limitations that I would like the corrunission and Mr. Bunell to comment on to the extent time pernuts. I also want the opportunity to ask Mr. Burrell what administrative issues, i#' any, may need to be addressed concerning each of my proposals. I believe it is the commission's responsibili�y to come to some policy decisian(s) regarding these expenditure limitations to the extent possible at the February meeting. I will be asking for a decision on those issucs that we have had tirne to discuss. We also need to set the agenda for the March meeting before adjourning.
