LAND AND BUILDING ACQUISITIONS (OR DISPOSYTIONS} <br />Shall be put to a vote of citizens and approved before being inclnded in the financial <br />plans of the city. <br />Equipment, (fire trucks, etc.) shali not be subject to a vote. Most of the time these items <br />will have accumulated depreciation and fund reserves available for their replacement. <br />New items will be budgeted in the annual budget. <br />2. PR�FESSIONAL SERVICES T4 BE SUBJECT TO COMPETITIVE BIDDING. <br />At present contracts for personal services are not included in the statutary requirements <br />relating to purchases of hard goods. I believe they should also be subject to the rules for <br />competitive bidding, (Possible exception: City Attorney}. <br />3. TAX INCREMENT FINANCING RESTRICTI�NS: <br />--Place current policies in charter for permanency; <br />-Max of 12 years tax increments subsidies for any project. <br />-Use pay-as-you-go fmancing. <br />--T.I.F. funds shall be used exclusiveiy %r commercial and housing development. <br />where City demonstrates the development couldn't occur without <br />TIF and wiil self-£'inance within 12 years. <br />--Restrict "pooling" of funds among TIF districts to (1) paying o#'f TIF debt, or <br />{2) cleaning up polluted land in another T'IF district that is fmancially unable <br />to pay for the clean.-up. <br />
