Roseville Charter Commission Roseville City Hall Council Chamb�rs Minutes of Meeting of December 15, 1999 I. Call to �rder/RoII Cal�: The meeting was called to order by chair Vicky Lorenz at 7:30 p.m_ instead of the usual 7:00 p.in., because the Council Chamber was occupied at that time. AlI com�nission members were present. The prepared agenda items were revised to allow time �or the guest speakers and public comment period. II. Minutes: The minutes o�the November 17, 1999 meeting were approved as printed. III. Guest Speakers: AI Kehr and Greg Thordson discussed the reasons for requesting that a charter commission be appointed and the procedures for securing the necessary signatures on the petition. Bob Bell briefly reviewed municipal finance and TIF's role in it. Ed Burrell and Karl Keel of the City staff were called on for additional remarks on City finances and budgeting. IV. Public Cotnment: These citizens appeared before the Commission: Ray McDonald, Bill Schrenker, Dick Houck, Tom Kough, A1 Kehr, Eugene Bonneznan, Terry Moses, John Kysylycz�-n and Clair Smith. Several of these citizens e�pressed strong support for the home n.�le charter and all mentioned issues other than those discussed b�- the previaus speakers. V. New Business: Annual Report Pat Johnson moved approval of the prop�osed at�nual report. It was approved. Agenda Vicky Lorenz requested that agenda items for the next meeting, January 14, 2000, be sent to her between Januan� 3-10, 2000. VI.
