Stafion Location, Apparatus, and Staffing Analysis <br />Roseville, MN <br />EXECUTIVE SUMMARY <br />Roseville Fire Deparhnent (RFD) does an excellent job of providing fire and EMS <br />service to the citizens and guests of Roseville. There are several opportunities to improve this <br />system to make RFD's service delivery even more efficient. They include: <br />#1- Station Locai�ions <br />The current RFD three station system is adequate for emergency response coverage, but <br />the Station #1 and #2 facilities are in poor repair and have many potentially costly updates <br />needed to bring them into compliance with ADA and OSHA regulations as well as providing <br />adequate facilities for staff and training needs. The best alternative for future operations which <br />will address these problems and still provide excellent emergency response coverage is to go to <br />the two station systern as described previously in the study. This two station system would <br />include a new main station near County Road C and Snelling Avenue and renovation or <br />reconstruction of the existing Station #3 on Dale Street to serve as a satellite station for <br />additional resources and paid on call responses. The size and extent of the renovation for Station <br />#3 should be detem�ined by staff and an architectural firm to arrive at the best and most cost <br />effective solution. As an additional altemative the current Station #1 sitc could also be used for <br />the two station concept. 7'his location is not as we11 situated as Station #3 but would still provide <br />adequate response capability per NFPA 1720 standards. <br />#2 - Apparatus <br />Currently RFD operates 4 engines, 2ladders, 1 rescue unit, 2 medic units, and 1 boat <br />from the 3 fire stations. With the proposed 2 station operation the number of apparatus coald be <br />reduced to 3 engines, 1 ladder, 1 rescue unit, 2 medic units, and 1 boat. The need for a rescue <br />unit should also be evaluated when the present vehicle is due to be retired. This reduction wi�l <br />save significant capital funds which could be used for several proactive purposes within the <br />department. Also it is imperative that automatic and mutual aid programs be carefully studied <br />and enhanced as necessary to provide adequate responses #o hazards in Roseville. <br />#3 - Staffing <br />RFD currently has 5 personnel scheduled on duty 24/7 but is short of this benchmark 46 <br />percent of the time. Since the department response to over 4000 calls for service per year or <br />about 11 calls per day the staffing issue is critical to effective emergency response. The demand <br />upon paid on ca11 personnel is very high with only 5 career staff. Paid on call recruitment and <br />retention are the keys to conrinuing to operate in this fashion.
