performing first-responder services and Allina Heath Systems provided paramedic-level <br />transport scrviccs. <br />Changes in federal Medicare rei�nbursement schedules have affected Allina's ability to <br />service Roseville. Examples of changes made by Allina include reducing thc number of <br />paramedics responding to calls in Roscvillc from two to onc and moving their base of <br />operations from Roseville to Vadnais Heights. Meetings with Allina managernent <br />confirms the company rnaking decisions that have a£fected service based on fmancial <br />considerations. <br />RFD providing EMS would be a significant undertaking that would require a fmancial <br />commitment from the City for personnel, capita.l assets, equipment and supplies. <br />Absolutely critical to the success of a fre department-based EMS systcm would be an <br />adequate number of full-time on-duty firefighter/paramcdics to meet the call demands <br />and to provide quality, timely service. It is estimated that cmcrgency calls would <br />increase from 800 to 3600 with the addition of EMS. Roughly four out of every five ca1ls <br />answered would bc EMS related. Implementation of a quality EMS system, under the <br />control of the City, would surely benefit the residents. <br />Obj ectives <br />• Develop and implement a program to introduce fire departnnent provided (fire- <br />based} EMS. <br />• Develop and implement a staffmg model for EMS and Fire Protection that ensures <br />24-hour staffmg for 2 fire stations. <br />• Develop and implement an apparatus and equipment purchasing program for <br />EMS. <br />• Develop and implement a training program to fund the training for f�rcfighters to <br />the EMT, EMT-I, and EMT-Paramedic level. <br />• Develop a.nd implement a program to identify existing staff who are interested in <br />providing EMS and support the development of those staff inembers to prepare <br />them to compete for career positions. <br />• Develop and present a comprehensive financial plan for budgeting EMS services. <br />• Develop a relationship with medical direction and determine the medical direction <br />we need for various levels of service. <br />• Develop a plan to obtain PSA for Roseville We felt tl�is needed to be said <br />somewhere, somehow <br />• Develop a plan to work with an o�tside billing agency, specializing in ambulance <br />transport <br />Action Plan <br />so <br />
