This Strategic Plan is a comprehensive compilation of ouz future dizection. The 200+ <br />action plans listed are prioritized 1-5 {1=highest priority, 5=lowest priority}. Every effort <br />was made to "balance" the plan. The distribution of priorities are: <br />PRIORITY 1: 7% <br />PRIORITY 2: 35% <br />PRIORITY 3: 21 % <br />PRIORITY 4: 22% <br />PRIORITY 5: 15% <br />Some of the strategic action plans are not currently included in the fire department's <br />long-term budget forecasts. Thcse items will be submitted through the formai budgeting <br />process to meet projected implementation targets. This format provides a definitive <br />process in the overall improvement of the Roseville Fire Departznent. Periodically, the <br />fire department management team vvill review the plan to measure progress and our <br />efforts toward achieving our goals and progress reports will be included in our annual <br />rcport. Tnis periodic review will also serve as a time to update the plan and begin <br />preparations for the next annual budget. This strategic planning process will allow the <br />Roseville Fire Department to systematically advance with vision and purpose. <br />Environmental Assessment <br />Today's rnodern fire service is undergoing a tzansition. It is important that the Roseville <br />Fire Department has a vision that guides the organization toward excellence. This can <br />only be achicvcd through deliberate planning and action. The fire service is operating in a <br />dynamic environment requiring adaptability toward a future that rewards those <br />courageous cnough to embrace challenges ax�d opportunities. <br />Maj or Factors Affecting our Future <br />• Changing customer expectations {or de�mands} for services beyond the basic <br />levcis provided by the fire department today. <br />• It is impor�ant that we have the support of the City Manager and City Council to <br />accomplish #he elements in this strategic plan. <br />• Need for gzeater focus on the prevention of accidents, fires, and medical <br />emergencies. <br />• Achieving flexibility to the changing environment for emergency sezvices. <br />• Expectation for higher levels of professionalism wiihin the fire service. <br />• Financial restrictions that limit the expansion of programs and limits the number <br />of new prograrns or services that can be offered to our customers <br />� <br />
