Rose�ille Fire <br />Department Strategic <br />PIan1 <br />The Roseville Nire Dcpart►r►ent has <br />developed a long-rangc strategic <br />plan to use as a guidc in determin- <br />ing the futare direcLion of the <br />Roseville Fire Department in pro- <br />viding guality services to its resi- <br />dcnts. The strategic plan is an ever- <br />changing document and is to he <br />continually updated. While there are <br />morc than 200 action plans listed in <br />the plan document, the following <br />seven represent the most im.portant <br />items: <br />1. Improve the quality of health <br />care for RosevilJe residents by <br />having the Fire Department <br />respond immediately to medical <br />emergencies using cross-trained <br />fixefiighter/paramedics. <br />2. Ensure a quick response lo all <br />critical calls for service {med- <br />ical, iue, and rescue) 24 hours a <br />day by hiring some full-timc, <br />cross-trained firefighter/para- <br />medics lo complement the part- <br />time and paid-on-call voluntccr <br />firefighters. <br />3. Itnprove recruitment and reten- <br />tion of part-time iuefighters by <br />making a commitment to <br />employee titness and competi- <br />tive pay and benefits. <br />4. improve the quality of services <br />to residents by providing 24- <br />hour stafting and operatior►s <br />from two fire stations (Dale �i <br />Fairview). The Lexington sta- <br />tion would be closed. <br />5. Improve thc quaiity of life for <br />Roseville residents and prolect <br />our t�ix base by rnaking preven- <br />tion of fires, accidents, and <br />medical emergencies a high pri- <br />ority in lZosevillc. This could be <br />accomplished, in par-t, by hiring <br />a full-time fire prevention spe- <br />cialisl. <br />6. Gcnerate revenue for the Fire <br />Dcpartment to be tnore self-sus- <br />taining by implemcnting a fee <br />for service billing prograin. <br />7. Maximize the operational ef .fi- <br />ciency, reduce maintenancc <br />costs, and improve tirefightcr <br />safety by uliliz3ng recommend- <br />ed vehicle and equipment pur- <br />chasing and replacement pro- <br />grams. <br />The above would he implcmented <br />by transitioning from a completely <br />paid-on-call department to a combi- <br />nation departtnent, accomplished by <br />hiring 4 fuli-time einployees per <br />year over a 5-year period (total of <br />20 full-time firefighters) and <br />sta#�fing two Iire stations, Fairvicw <br />& Dale, 24 hours per day (the old- <br />est Lexiagton station would be <br />closed) to ensurc quick responsc <br />times to emergency calls for serv- <br />i.ce. All iull-time firefighters would <br />be trained as patatticdic or EMT- <br />Basic first respondcrs and would <br />answer calls in addition to the <br />police department first responders <br />(who are not firefighters trained as <br />paramedics). Nirefighters trained as <br />paramedics are required to be <br />licensed by the stale of Minnesota <br />and approved to pract.ice in <br />Roseville_ The third responder to a <br />call would be the ambulance, who <br />would have one paramcdic (of the <br />two attcndants) staffing the ambu- <br />lance. It is proposed that the fire- <br />fighter/para►nedic first responder <br />would use a SLJV/van type vehicle, <br />which would answer the emergency <br />call (not a fire engine), and would <br />be fully equipped with emcrgency <br />medical equipment. Two of Vhese <br />vehicles would be needed, one for <br />the Nauview station and onc for the <br />Dale Street station_ <br />Signifi.cant savings would be real- <br />izcd by operating two statians <br />(Fairvicw and D��le) instead of three <br />(closing the Lexington station). <br />Howevcr, the Fairview station <br />would need to be renovated to <br />accommodate on-duty fire�ighters <br />and additional equipment. With the <br />assurancc of on-duty staffing, the <br />responsc to emergencies would be <br />yuicker. <br />Competitive pay and benefits would <br />also be recommended to heip the <br />department recruit and retain quali- <br />ty part-time firefighters. <br />The following page has financial <br />projections if all of the above priori- <br />ties are implemented. <br />� This plan was presented by Roseville <br />Fire Chicf Richarcl Gasaway to thc <br />Roseville City Council and (:ity <br />Mauager in t�ugust 2002. <br />League of Women Voter RoMaFH 15 Roseville Fire Department 2003 & Beyond <br />
