To be considered a participant a household had to have material out for collection at �east once during the two month "before" period and/or at least twice in the "during" phase. The addresses were also compared to the Ramsey County property tax records and City of Roseville utility billing records to determine vaca.nt properties that were deleted from the sa.m.ple and to determine properties where residents were moving in or out. The properties in transition were deleted from the calculaiions in the period when people were moving in andlor out — typicaliy one or two collection weeks. The average was 1.4 households in transition on any colleciion day. Each household was assigned a title: Recycler, Not- Table 3 Before, Non-Recycler and Not-After. Not-Before Period Formula means the household did not meet the "before" "Before° Period Recyclers/Sample Size criteria, but did meet the criteria in the "during" "During" Period (Recyclers �+ IVot-Befores — Not- phase. Non means t%e household did not meet the criter�a in either the "before" or "during" phases. Afters}/Sample Size Not-Afte:r means the household met the criteria in the "before" period, but did not meet the criteria in the "during" phase. The participation rate in the "before" period was detertni.ned by dividing the number of Recyclers by the sanaple size. The participation rate for the "during" phase was determined by adding the number of Recyclers and the Not-Befores (an,d when relevant subtracting the Not-Afters) and dividing the sum by the sample size. Weights Three weeks of data were compiled for the "Before" period. Five weeks of data were compiled for the "During" period, except �or the Weekiy area, for which nine weeks of dafia were cornpiled. Each truck was driven to the Waste Managen�entlRecycle America Alliance MRF in Minneapolis and weighed. 14
