The original plan called for measuring loads to determine the percentage of paper arid containers, but one of <br />the Waste Management two-stream tnzcks had a divider wall that continually failed when the load was <br />tipped. Repeated atterr�pts to fix the wall during the testir�g period were unsuccessful. Percentages used for <br />this study are from data generated during the composition sarts. <br />Occasionally the two-stream trucks reached capacity before a route was completed. If fewer than thirty stops <br />rema�ned, Roseville and Was�e Management agreed to do an estirnated weight for the remaining stops. The <br />weight from the first load was divided by the number of stops io deternune the pounds per household from <br />khe first load. That amount was then multiplied by the remaining stops to get an estimated weight �or those <br />stops. The actual weight from the first load and the estimated weight for the second load were then added to <br />get a gross weight for the route. <br />Composition Sorts <br />For one week of the `Before" and two weeks of the <br />"Durit�g" period, the City conducted composition sorts of <br />representative samples of each load, using a rnethodology <br />developed by Bec1�/Krivit for the pilot study. � <br />Single-stream loads were tipped as is. Two-stream trucks <br />tipped paper and containers separately. Tn the cases where <br />the Waste Management huck divider wall failed, crews <br />manually separated the materials into distinct piles before <br />mixing. <br />Roseville recruited numerous recycling coordinators and <br />recycling officials to help with the camposition sorts. However, paper mi11s contacted for this study said that if a bale of recyclable paper <br />is a mixed load their machines cannot process the wet strength portion.
