in�pede their ability to provide high quality service in a timely manner. <br />It impedes snow plow drivers if they have been called to plow early in the rnorning and residents have put <br />their carts and bins out the night before. Many residents find it easier to put their garbage and recycling out <br />the night befare collection day. Some say it's because they're too busy in the moming to add another task, <br />others say it's because collection can begin at 7 a.m. and they want to make sure their material is coilected. <br />Drivers say they have to arc around the sei out area to avoid toppling garbage carts or recycling bi_ns. This <br />means some streets don't get plowed curb ta curb. In rare cases the snow will knock over a cart or b'vt� and <br />scatter the conients. <br />Education <br />So £ar staff has not organized a campaign to inform residents about cart storage and placement. <br />City includes information about garbage and recycling <br />container storage and placement in the resident newsletter <br />and on the Community Bnlletin Board on Roseville Cable <br />Channel 16. The exarnple on the right is from the <br />January/Febntary 2005 Roseville Wrap article about <br />snowplowing. <br />Ramsey County also included a paragraph in its winter <br />2Q04-2005 issue of the Ramsey County Update dealing with <br />cart and bin placement: "If you have to put your household <br />trash and recycling out before the roads are plowed, <br />remember not to put the conta.itiers in the street. This is <br />important because plow drivers plow the snow aIl the way <br />to the curb. Drivers do their best not to lmock these <br />containers over, but the closer they are to the street, the <br />rnore likely it is to happen." <br />Staff believes repeating the messages about cart placemenE <br />and storage and presenting fhern in different formats is the <br />most affective use of staff t�in�e and resources to educate <br />residents.
