Supplemental Observations and Areas of Interest <br />Current Cart and Bin Issues <br />There are two things a number of residents are currently doing with their garbage and recycling containers <br />that are either in vio�ation of City code or are an impediment to workers trying to provide services. <br />Outside Storage <br />The first is a code violation: storing garbage and recycling containers outside where ihey carn be seen by <br />����'��nY� ��� �����r��� ; T�� �';���''� �`;��� E���r�e���t �fficer says he gets so many complaints aboui <br />Figure Eight <br />Outside Storage of Carts <br />Cart Placement <br />Small garages and driveways may also be contributing <br />to the second problem: residents putting their garbage <br />and recycling containers in the street for collection. <br />Again this is more of a proble�n with garbage carts than <br />with recycling bins. It was observed that of the people <br />who put their carts in the street, more are in older <br />homes with narrow driveways. But the problem is not <br />exclusive to older neighborhoods. �ome residents in <br />newer developments, usually on cul-de-sacs, place their <br />carts in the street as well. <br />Roseville streets are wide enough ihat the carts don't <br />pose a problem for the regular flow of traffic. <br />However, carts in the streets do cause problems for <br />snow plow drivers, street repair crews and letter carriers. <br />All these groups have complained about how the carts <br />35 <br />visible garbag� and recycling containers he can't <br />catalog them all. However, many more of the <br />comp�aints are about garbage carts than <br />z'ecycling bins. <br />Aimost half of the homes in Roseville were built <br />before 1960. And a quarter of homes have only <br />a single car garage. Also Iot sizes iend to be <br />smalXer in the older deveioped partions of the <br />City. That makes storage space a premium. <br />Some residents say they don't see their outside <br />storage to be a problem because garbage and <br />recycling containers are waterproof and have <br />lids. Complaining neighbors say the containers <br />are readily visible fram their windows and are an <br />eyesore. A few residents in the single-stream <br />test areas did write on their surveys complaints <br />about their neighbors storing the carts outside. <br />Figure Nine <br />Carts Placed in Street <br />
