<br />Roseville City Council <br />Minutes of 1/29/07 Pg 16 of 38 <br />determination as to whether it was a pertinent and adequate training pro- <br />gram, with the department's ultimate approval of the program. <br />Mayor Klausing questioned if post-reviews were done for training programs. <br /> <br />Chief Sletner advised that annual notice was provided to licensees outlining <br />the compliance program, the upcoming two compliance checks; and the <br />firm's need to submit their training program, or participate in the City's vol- <br />untary manager and server training program. <br /> <br />In reviewing the documentation provided by Mr. Luczak, he advised that he <br />was the current General Manager and that the previous manager had been <br />replaced, and that this was the documentation recently made available to <br />him. <br /> <br />ChiefSletner advised that, during the non-compliance violation, it was at <br />approximately 3:30 p.m., and that the underage person and checker were the <br />only ones in the bar area. <br /> <br />Mr. Luczak advised that, while the bar was not busy at that time, the bar- <br />tender was busy with other duties (restocking the bar area), and that another <br />manager had stepped behind the bar to serve the individuals in question; and <br />failed to communicate with the bartender regarding checking identification. <br /> <br />City Attorney Anderson suggested that the licensee submit the documents <br />previously addressed to the recorder, to become part of the record. <br /> <br />Mr. Luczak advised that his firm was willing to do the Roseville-sponsored <br />manager and server training as well as that currently provided. <br /> <br />Mayor Klausing noted that the City needed to review any training outside <br />the City Police Department training for content and application prior to ap- <br />proval. <br /> <br />Pust moved, Ihlan seconded, approval of presumptive penalty in ordinance <br />$500 fine and I-day suspension, suspension at discretion of Police Chief. <br /> <br />Mayor Klausing spoke in support of the motion; recognizing that a training <br />program was completed, but no information provided to the City prior to the <br />non-compliance check; and therefore he found no rationale to deviate from <br />the presumptive penalty. <br />
