Mayor Klausing questioned if post-reviews were done for training programs. Chief Sletner advised that annual notice was provided to licensees outlining the compliance program, the upcoming two compliance checks; and the firm's need to submit their training program, or participate in the City's vol- untary manager and server training program. In reviewing the documentation provided by Mr. Luczak, he advised that he was the current General Manager and that the previous manager had been replaced, and that this was the documentation recently made available to him. ChiefSletner advised that, during the non-compliance violation, it was at approximately 3:30 p.m., and that the underage person and checker were the only ones in the bar area. Mr. Luczak advised that, while the bar was not busy at that time, the bar- tender was busy with other duties (restocking the bar area), and that another manager had stepped behind the bar to serve the individuals in question; and failed to communicate with the bartender regarding checking identification. City Attorney Anderson suggested that the licensee submit the documents previously addressed to the recorder, to become part of the record. Mr. Luczak advised that his firm was willing to do the Roseville-sponsored manager and server training as well as that currently provided. Mayor Klausing noted that the City needed to review any training outside the City Police Department training for content and application prior to ap- proval. Pust moved, Ihlan seconded, approval of presumptive penalty in ordinance $500 fine and I-day suspension, suspension at discretion of Police Chief. Mayor Klausing spoke in support of the motion; recognizing that a training program was completed, but no information provided to the City prior to the non-compliance check; and therefore he found no rationale to deviate from the presumptive penalty.
