<br />Roseville City Council Meeting Minutes <br />Special Meeting of February 10, 2007 <br />Page 2 of 10 <br /> <br />Councilmen1ber Pust noted that the August 8, 2005 Rules of Procedure were in <br />conflict with the proposed 10 day advance notice for an item appearing on a Coun- <br />cil agenda. <br /> <br />Discussion included supporting the meeting curfew time based on productivity <br />levels of Councilmembers and staff following previous work responsibilities; how- <br />ever, recognizing the need for flexibility based on public input, items being dis- <br />cussed, and meeting specific deadline requirements for agenda items. Council- <br />members by consensus agreed to the proposed language of Rule 2, contingent upon <br />City Manager Malinen verifying with the City Attorney the language superseding <br />the language of Item 6 of the August 8, 2005 Rules of Procedure entitled "Suspen- <br />sion of Rules," related to a 2/3' s vote or super majority and stipulations of State <br />Statute and/or procedural rules and their possible suspension. <br /> <br />Mayor Klausing expressed his support for "less paper" but his preference for his <br />packet in paper format to ease review and note taking and to avoid the cumber- <br />some copying of documents from electronic format and potential confusion with <br />document availability. <br /> <br />Discussion included options for individual Councilmembers to print their own hard <br />copies of documents; time limitations of Councilmembers; repetition of some re- <br />ports coming before the City Council on more than one occasion and how to re- <br />duce that paperwork; additional staff work required to incorporate "returned" <br />documents with new agenda packets; ability of Councilmembers and staff to return <br />large map or plan items as appropriate; preference of Councilmembers to apply <br />environmental considerations to as much of the packet materials as possible, <br />whether that meant going paperless; recycling maps and other items; printing ac- <br />cess and capabilities for PDF files; recognizing time constraints; and other consid- <br />erati ons. <br /> <br />Councilmember Roe noted that as new technologies came forward and with the re- <br />design of the City's website, the City could continue to work toward possible <br />password-protected electronic files for Council consumption in obtaining docu- <br />ments. <br /> <br />City Manager Malinen advised that additional research and staff discussion on lo- <br />gistics and process needed to be held on a staff level prior to staff recommenda- <br />tions regarding electronic and/or paper agenda packet preparation and distribution. <br />
