<br />Roseville City Council Meeting Minutes <br />Special Meeting of February 10,2007 <br />Page 7 of 10 <br /> <br />Mayor Klausing observed that staff needed to be provided time to alert Council- <br />members via Work Sessions to day-to-day operational concerns (i.e., relining <br />sewer lines) and important issues that had significant costs and would impact the <br />health, safety and welfare of community. <br /> <br />Councilmember Pust noted that through last year's goal setting and input from De- <br />partment Heads, staff and Council were able to put together a joint long-term list to <br />work effectively on those items. <br /> <br />Councilmember Pust observed that other than for Public Hearing requirements, <br />written staff presentations didn't need to be repeated verbally but time be allotted <br />to respond to Council and public questions. Councilmember Pust further observed <br />that once the rhythm of the new process was in place Councilmembers should be <br />able to receive staff reports sooner, to provide more review time and to allow the <br />process to move more quickly without meeting time devoted to additional presen- <br />tations. Councilmember Pust challenged staff and Councilmembers to think crea- <br />tively about how to make time allotted for questions and answers more efficient. <br /> <br />Councilmember Roe concurred with Councilmelnber Pust's comments; recom- <br />mending that staff only provide a brief summary for public information and then <br />allow more time for questions and answers, focusing on public input, to allow <br />meeting time to be used more efficiently. <br /> <br />Mayor Klausing concurred that when staff simply came forward and re-read their <br />report it wasn't an efficient use oftiIne but questioned whether an additional meet- <br />ing each month would create more efficiency. <br /> <br />Councilmembers concurred to an additional meeting each month, as scheduling al- <br />lowed, to be held on Monday evenings. <br /> <br />Councilmember Ihlan opined that a longer trial period was necessary, suggesting <br />three months or revisiting the plan in the summer given that some holiday months <br />would impact the overall trial run. <br /> <br />Councilmember Pust opined that the Council needed to be honestly evaluating <br />themselves individually and collectively, to determine if more work was getting <br />accomplished not just more talking about the same issues.
