Regular City Council Meeting
Monday, February 12, 2007

Discussion included ways the City could enhance their own rights-of-way
outside development areas to provide better rate control and prevent quickly
overwhelming systems during significant rainfall events; soil types; pre-
mium property costs; opportunities for creating additional ponding where
applicable and more impervious surface areas; creation ofbio-infiltration
trenches and rain gardens; cost prohibitions; and future meetings by staff
with affected neighborhoods within the next four to six months.

Councilmember Pust personally noted the drainage issues in her neighbor-
hood; thanked staff for the work done to-date in alleviating those issues; and
asked that she receive a copy of the report to share with her neighbors prior
to a scheduled meeting with them and staff.

Additional discussion included the extensive commercial/retail properties in
the City and surface drainage issues; recent drainage improvements in rela-
tionship to the County Road C reconstruction project by Ramsey County and
the City's portion of the streetscape project; ongoing monitoring by staff-
and resident alerts - of problem drainage areas and maintenance crew in-
spections after heavy rain events; and estimated reductions in outflow at
Rosedale Shopping Center since the installation of their underground storage
facility (estimated by staff, according to the design, to drop from 31 cubic
feet to 14.87 cubic feet in the disturbed area requiring mitigation).

Mayor Klausing recognized the pond created to help manage runoff for the
Hughes' property; and noted they were present tonight to address SOIne of
the ongoing concerns.

Further discussion included equity and redevelopment considerations with
retail boosting the local economy while increasing strains on the municipal
and regional storm water systems; potential areas for underground storage
facilities within city rights-of-way and the considerable expenses involved to
acquire easements as well as construction costs; possible implementation of
a storm water assessment policy; and additional mandates as more impaired
waters are identified and water quality concerns and prevention mandates
brought forward to reduce outflow and improve water quality.

Public Comment
Mr. and Mrs. Chris Hughes, 1779 Rose Place
