Recommendation of Program Planning Cominittee (June 2012) <br />Roseville Human Rights Commission <br />Program Planning Parameters (For Inclusion in HRC By-Laws) <br />Pursuant to City Ordinance the Roseville Human Rights Commission will promote, sponsor, and <br />support programs that aim to advance civil and human rights in the City of Roseville, MN. In that the <br />Human Rights Commission is charged with developing formal and informal educational programs to <br />assist with the implementation of the Minnesota State Act Against Discrimination, and in that the <br />Commission is responsible for providing leadership in recognizing and resolving potential problem <br />areas related to civil and human rights in the community (204.05), the Commission welcomes <br />opportunities to collaborate in educational programming in various ways with other groups around <br />such areas of concern. The Human Rights Commission may facilitate presentations and events offered <br />by diverse groups that aim at addressing concerns pertaining to civil rights, human rights, and/or civic <br />engagement. The Human Rights Commission may opt to support, sponsor, and/or promote <br />programming as follows: <br />Support: The Human Rights Commission may support programs or events whenever said programs or <br />events reflect an established position of the Human Rights Commission. Prior to supporting a program, <br />the Commission or Committee will research the nature of the program and the topic. Reasons for <br />support will be shared at an open meeting of the full Commission. Specific programs are supported by <br />the Commission only when the program is advancing a particular cause (or position) and the cause (or <br />position) is one supported by the Commission. <br />Sponsor: The Human Rights Commission may sponsor another's program in the community, or in <br />another local community, whenever it decides to collaborate with another group in order to host a <br />program in support of human or civil rights. Specific programs are sponsored by the Commission if <br />and only if there is agreement by the Commission that the program will be developed in collaboration <br />with others and that the program will provide a valuable opportunity for the community to engage in <br />consideration of human or civil rights issue. <br />Promote: The Program Planning Committee may promote events being offered in the community that <br />come to their attention, so long as the program is relevant to Roseville and so long as the Committee <br />finds the program to aim at advancing civil or human rights. When a group offers programming that is <br />clearly intended to address a civil or human rights concern (in their own view), the Program Planning <br />Committee may promote the event by notifying City residents of the event. <br />Promoting an event does not imply that the Human Rights Commission or the Program <br />Planning Committee supports the group's interpretation of the issue, nar that the Commission ar <br />Committee is sponsoring the presentation. The purpose of promoting events is not to take a position, <br />but to notify the public of educational opportunities pertaining to human rights ar civic engagement <br />issues in the community. The promotion of a program is dependent upon the Committee being notified <br />of the program. Because such programs are neither supported nor sponsored by the Commission, it is <br />not incumbent upon the Committee to locate alternative programs on the same issues. Promotional <br />advertisements will include the following disclaimer: "Notification of this event is brought to you by <br />the Roseville Human Rights Commission for the purpose of civic engagement, though the Commission <br />neither endorses nor disputes this presentation." <br />
