<br />During the period 2004 -2008, the Community Development Fund realized a substantial fluctuation in
<br />overall activity which was indicative of changing market conditions for both housing and commercial
<br />development. It is expected that beginning in 2008, development at several major areas will begin,
<br />which should stabilize the Fund's operations.
