Regular City Council Meeting
Minutes of
Monday, February 26, 2007
Page 10

Joe Samuel, Site Engineer with Kimco, and Consultant with Starbucks was
present. Mr. Samuel apologized for the applicant not being present, due to
weather-related issues, as they were stranded in Ohio.

Mr. Samuel provided additional aerial presentations and site plans indicating
traffic flow on site; truck deliveries off County Road B; shared access with
the daycare to Fairview; other ingress/egress points; stormwater manage-
ment with an underground system; and timing of deliveries in late evening
or very early morning, that would not conflict with the daycare traffic.

Mayor Klausing called for public comment at this time.

Public Comment
Gladys Reiling, 1877 Gluek Lane, across street from proposed construc-
tion
Ms. Reiling, identifying herself as the author of the written letter of opposi-
tion previously noted, opined that this proposal was not compatible with sur-
rounding properties; and negatively impacted their health and property, with
constant emissions of car exhaust while vehicles were waiting in line for
coffee. Ms. Reiling also addressed negative impacts of increased traffic at
this intersection with no barrier to provide added protection.

Arvid Knudtson, 1854 Gluek Lane
Mr. Knudtson concurred with Ms. Reiling; and expressed confusion and
frustration with the mailed notice provided by the City to area residents;
opining that the information and the map was misleading.

Mr. Stark provided an overhead view of the actual post card mailing and the
information provided.

Ms. Reiling spoke again, noting that when the post card notice was received,
the neighbors thought the property in question was on the north side of
Highway 36, where the existing Starbucks was located.

Brad Peper, 1835 Gluek Lane
Mr. Peper questioned how many trees would remain in the natural area along
Fairview; anticipating increased headlight pollution directed at his house
without adequate screening.
