<br />Regular City Council Meeting <br />Minutes of <br />Monday, February 26, 2007 <br />Page 11 <br /> <br />Mr. Peper requested that some type of evergreen be used in the landscape <br />plan to provide adequate shielding from his home on a year-round basis to <br />reduce headlight glare. <br /> <br />Mr. Knudtson spoke again, in support of Mr. Peper, opining that the constant <br />idling and stacking of vehicles on that edge ofthe site would be the problem. <br />Mr. Knudtson opined that all neighbors in the area were opposed once Ms. <br />Reiling helped them understand the nature of the proposed project. <br /> <br />Klausing moved, Kough seconded, extension of the full-60-day review pe- <br />riod, in accordance with Statute 15.99, to allow staff and the applicant to <br />provide additional information. <br /> <br />Roll Call <br />Ayes: Kough; Ihlan; Roe; Pust and Klausing. <br />Nays: None. <br /> <br />Klausing moved, Kough seconded, TABLING action on a Conditional use <br />Permit in Accordance with Roseville City Code, 91005.015 and 91013.01, <br />for Kimco Realty and Starbucks Coffee, 1800 Highway 36 Frontage Road <br />(PF07-009); to consider allowing development of a 2,000 square foot stand <br />alone cafe/coffee shop near the southwest comer of the site. <br /> <br />Roll Call <br />Ayes: Kough; Ihlan; Roe; Pust and Klausing. <br />Nays: None. <br /> <br />Additional information requested by Councilmembers during discussion in- <br />cluded, projected capacity and number of cars idling and stacking at the <br />drive-thru; number of cars generated per day at the current Starbucks site <br />north of Highway 36; landscape methods to screen headlights; traffic counts <br />on the frontage road; traffic for proposed drive-thru bank; sense of current <br />traffic counts for the daycare center; current and projected traffic on Fair- <br />view, County Road B; drive-thru peak hour volume increase projected; and <br />using updated traffic counts from the updated ADAR. <br />
